Implement location "discovery" service UI

      Both Weather and Price location data must currently be configured by hand, without much any visibility into what locations are available in the SolarNet system. Per NET-24, this ticket is the node client-side support to provide a UI within the Settings GUI to discover and configure Weather and Price locations.
