Publish OSCP actions (initiated by Capacity Provider or Optimizer systems) as datum stream(s). The configuration should work similarly to how it does with OCPP datum streams:

1. account-wide settings to publish to SolarIn, publish to SolarFlux, and the source ID template
2. capacity group settings that override the account settings

The source ID template must support template parameters, such as:

1. actor role
2. group identifier
3. capacity provider ID
4. capacity optimizer ID
5. action
