Integrate datum query plan subscriptions into SolarUser

      Integrate support for SolarUser accounts subscribing to the new datum query usage plan in NET-134. This will involve:

      1. making it possible to configure a SolarUser account to subscribe to the new plan in Killbill (manually, similar to how existing accounts can be subscribed to the posted datum plan)
      2. job to post datum query daily usage amounts to Killbill for accounts that are subscribed
