We currently have subscription-based billing support based on datum metrics posted into SolarNetwork. What's missing is billing support for querying datum metrics out of SolarNetwork. This is desirable because query-hungry applications often make up the bulk of resource usage in SolarNetwork.

This epic is to track the various components that will be required for this type of subscription billing to be implemented, from the tracking of metric query usage to the actual billing and invoicing for that usage.
