When performing multiple plugin upgrades, sometimes a dependency that has already been installed in an earlier upgrade shows up as a new resolved dependency in the later upgrade. If the later upgrade goes ahead, the mistakenly resolved dependency JAR ends up getting deleted, but not re-downloaded, leaving the bundle missing from the platform.

The JAR should not be deleted in this situation.
