The SolarFlux Upload plugin currently posts all datum to SolarFlux, as they are captured. It would be helpful to be able to apply filters so that only specific source IDs and/or specific datum properties were posted. Additionally it would be helpful if a throttle could be applied by source IDs, so that matching sources can be published at a slower rate than they are captured at.

These filters needs to be configured separately from the way the Datum Sample Filter components work, as those only apply to SolarIn. As SolarFlux is a managed component, the filters need to be also managed on a per-component instance level.
