Support operationalDateRanges in more Cloud Datum Stream services

      Currently only the SMA Cloud Datum Stream service supports the operationalDateRanges service property. Add support for this to all other providers that make sense (i.e. not Solcast, not OpenWeatherMap, not eGauge).
