Currently there is no tracking of SolarUser API queries, other than for instructions submitted. Some APIs are very heavily used, so it makes sense to meter those in some way, and then bill for their usage. Will need to design a metering scheme that makes sense, and then implement the metering, and then integrate that into the invoice system.

Some APIs in particular can return a lot of data, such as /user/events.
