Add support to cloud integration datum streams to publish datum to SolarFlux. This should be configurable (to publish or not) similar to OCPP datum streams. The feature of storing datum (SolarIn) should then also be configurable (to publish or not). The default configuration should be to publish to SolarIn but not to SolarFlux. An account-wide configuration should be supported, that applies to all datum streams within the account. Each datum stream should be able to provide configuration as well, that overrides any account-level configuration.
