Add billing and invoicing support for 3 services:

• SolarFlux Data In (bytes published to SolarFlux)
• SolarFlux Data Out (bytes sent from SolarFlux)
• OAuth Client Credentials (number of OAuth client credentials)

All 3 of these services have auditing in place already: SolarFlux Data In at the datum stream level, SolarFlux Data Out at the account level, and OAuth Client Credentials is not audited but based on a query.
