In order to support billing on the amount of data output from SolarFlux, add support for auditing the message deliver byte length, similar to how the message publish byte length already is.

There are two types of messages delivered out of SolarFlux: node/source-related and user-related. SolarNetwork does not currently have user-related service auditing, so new DB structures would need to be added to support this.
