Update OSCP billing to include capacity metric

      Currently the OSCP feature is billed according to the number of OSCP Capacity Group entities configured on an account. That model was designed to work with relatively few groups, however some accounts may need to work with a large number of groups. Add a new billing metric based on the effective capacity of the Flexibility Assets configured in all Capacity Groups in an account.

      The intention of "effective capacity" is to charge based on the theoretical maximum capacity allocated to each group. To understand what the effective capacity is without having users configure its value on each asset, SN can derive the value the based on reported datum stream data, using the instantaneous datum properties configured on each asset.

      • The effective capacity value for an asset is the maximum value seen for that asset over the billing period.
      • The effective capacity value for a group is the sum of the effective capacity values for all assets within the group.
      • The effective capacity value for an account is the sum of the effective capacity values for all assets within all groups within the account.

      This new metric can be in addition to the existing capacity group count metric: the costs for the group count can be decreased to make room for the additional cost associated with the effective capacity metric.
