Add SolarUser UI to manage DNP3 settings

      Add a basic UI to the SolarUser web UI to manage DNP3 settings, similar to how the OCPP/OSCP UIs are implemented. Restrict access to accounts with a new DNP3 security role (same role as in NET-346).
