For some accounts node instructions are heavily used. It would be good to be able to add a subscription cost to instructions to help pay for the instruction infrastructure costs as more and more instructions are processed. To support that, the instruction counts must be tracked. This ticket is to add the tracking infrastructure to SolarNetwork to capture the number of instructions created via the SolarUser API. This should be able to be added to the existing node + hour based core auditing table solardatm.aud_datm_io.
