Currently SolarNet has a job to purge completed instructions older than a specific duration, however sometimes a node might leave instructions in an incomplete state forever (i.e. it has abandoned the instruction). SolarNet should purge these incomplete instructions, using a configurable duration that is fairly long (e.g. 4 months).
